Kammy R. Haynes, Ph.D. 
Ms. Haynes is the CEO of her own company and a Project Consultant with CPS HR Consulting with over 25 years of professional experience enhancing organizational performance.  She is a highly experienced professional with consistent success in providing focused performance solutions, increasing productivity and leadership capabilities, and improving cross-functional relationships.  She is results-oriented and able to work effectively with a wide range of people in various environments.  CPS HR project work includes succession planning/employee development for the San Diego Housing Commission and Eastern Municipal Water District, and strategic planning for the Los Angeles County Department of Human Resources, and employee engagement action planning with the City of Menlo Park. 
 
Chris Atkinson 
Mr. Atkinson has over 10 years of experience working in private sector consulting, local government, and in internal consulting capacities. He specializes in organizational performance assessment, and its several focus areas.  These include organizational assessment, organizational structure and staffing, succession planning, business process improvement, and workload analysis.  He has assisted numerous organizations to assess problem areas and make recommendations for improvement so that they can target resources and achieve significant performance improvement. His work experience also includes fee studies, job analyses, test development and validation, recruitment and selection, and employee engagement.
