Effective January 1, 2026, AB 339 updates the Meyers-Milias-Brown Act (MMBA) by establishing new formal notice and procedural requirements for local public agencies related to contracting. For any contracting decision involving services within the scope of work for any represented employees, management must now adhere to a minimum of 45 days' written notice to the affected employee organization before issuing a Request for Proposals (RFP), a Request for Quotes (RFQ), or renewing or extending an existing service contract.
